AI SUMMARY

Ethiopia has achieved an 85.76 percent safety oversight score in the recent ICAO audit, marking a 22.84 percent improvement from its previous assessment 11 years ago.

  • Ethiopia scored 85.76 percent in the ICAO safety oversight audit conducted from October 14 to 27, 2026.
  • The score represents a 22.84 percent improvement compared to the 62.92 percent recorded in the previous audit 11 years ago.
  • Audit gaps focused on aviation law, inspector working conditions, organizational structure, and other regulatory systems.
  • The audit identified issues with Article 83 bis of the 2020 aviation law regarding the mandatory recognition of foreign certificates and licenses.
  • The audit found that Ethiopia had not formally notified or published significant differences regarding ICAO Standards and Recommended Practices in its Aeronautical Information Publication.
  • ECAA Director General Yohannes Abera confirmed that a draft of the revised aviation law has been forwarded to the Council of Ministers for approval.
  • The ICAO audit team noted that recent inspector compensation improvements are positive but insufficient for long-term staff retention.
  • Mr. Yohannes stated that the government approved a new incentive and benefits package for regulatory staff two weeks prior.
  • The ECAA's new six-story headquarters near Bole International Airport was not factored into the audit score because it was not yet operational.
  • An additional audit regarding aircraft accident and incident investigation will be conducted separately before reports are consolidated.
